Excess Delivery Acquistion Program (EDAP)

The United States Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Training and Exercise Integration/Training Operations (TEI/TO) has authorized the CDI to utilize the Excess Delivery Acquisition Program. This allows CDI to deliver courses at cost to agencies and organizations either outside of our targeted audience (for example, the private sector), or to those within our targeted audience who need the training in excess of what our funding will allow us to deliver.

Typically, all CDI courses are provided at no cost to technical personnel working for agencies and organizations within our targeted audience. This includes public safety, state and local government, public utilities, colleges and universities, and hospitals and other health care providers.

However, CDI does not have enough funding to allow us to provide a limitless supply of training for each state. If a state exhausts the number of free training available and if more deliveries of a requested course are needed, CDI can utilize the EDAP program to deliver the requested course(s) at cost to the requesting state.

Also, as indicated, private sector agencies or organizations are also eligible to participate in EDAP.

When CDI receives your EDAP request, we will provide you an estimate of the course delivery cost. If that cost estimate is acceptable, CDI will submit the cost estimate to DHS/FEMA, TEI/TO and request their approval. After this approval process is complete, CDI will coordinate with you in scheduling the delivery of the course(s).
